So, yes agree, however one key argument is that WMBCs own shopfront design guide (which was only produced in response to ours) is not detailed or specific enough to individual contexts.
There are a number of non-CA design guides published by opther councils that are quite similar to the HVL draft guide. See the Halton guideHalton Guide for example.
